Proposal on focused investment along LAC submitted to FM
Leh, Jun 17: Konchok Stanzin, Councillor of Chushul and former Executive Councillor of the Ladakh Autonomous Hill Development Council (LAHDC), has appealed to Union Finance Minister Nirmala Sitharaman to sanction a special development package for Eastern Ladakh. The appeal highlights the region’s pressing developmental needs, citing strategic importance and ongoing neglect across critical sectors.
The letter underscores the acute shortage of developed pasturelands affecting the livelihood of pastoral communities dependent on livestock. It calls for targeted support to sustain nomadic herders and protect the region’s agro-pastoral economy.
Stanzin raised concerns over the current implementation of the Vibrant Villages Programme, stating that while the initiative’s intentions are commendable, the lack of focused investment has left frontline villages along the Line of Actual Control (LAC) underfunded. He urged the government to restructure the programme by prioritizing border settlements to strengthen border presence and effectively utilize limited resources.
A demand was also made to establish full-fledged banking facilities in remote villages like Phobrang, where residents currently travel over 50 kilometers for basic services. The absence of banking access is affecting civilians and stationed forces alike.
The request extends to the introduction of a monthly honorarium for Changpa shepherds, who produce world-renowned Pashmina wool but are abandoning the occupation due to poor income and harsh conditions. Additionally, the letter recommends the creation of skill development centres to promote traditional crafts like weaving, yak wool processing, and artisanal work, particularly among women.
Eastern Ladakh, especially Chushul Constituency, is also said to be well-positioned for the development of winter and outdoor sports, particularly ice hockey. A dedicated sports package was sought to attract investment and nurture local talent.
To empower local youth, Stanzin proposed financial assistance for tourism-based entrepreneurship, especially in border villages, where opportunities are high but infrastructure is lacking.
The letter praised the Back to Village initiative by LAHDC, which successfully curbed migration by constructing new homes using traditional, climate-adapted designs. It suggested expansion of this model under the Changthang Development Package.
Stanzin also highlighted the success of polycarbonate Ladakh Greenhouses under the Mission Organic Development Initiative, which supports year-round vegetable production. However, only 40 percent saturation has been achieved. He requested special funding to ensure every household in Eastern Ladakh can benefit from this solution to food insecurity.
The letter concludes by emphasizing Eastern Ladakh’s importance not just geographically, but economically and culturally, urging the central government to act with urgency to promote inclusive development and national security.
Stanzin expressed hope that a comprehensive package would help protect traditional livelihoods, enable sustainable growth, and strengthen India’s frontier resilience.
